The daughter of Chinese-Taiwanese immigrants, Cindy Liou works to advance the rights of immigrant communities and the anti-violence movement. Cindy first joined Kids in Need of Defense (KIND) in 2016 as the Deputy Director of Legal Services, and became KIND’s first State Policy Director in 2019. Previously, she was the Director of the Human Trafficking Project at Asian Pacific Islander Legal Outreach, where she co-counseled several civil litigation cases on behalf of human trafficking survivors, and provided direct legal representation in immigration, family, and victims’ rights law for survivors of domestic violence, sexual assault, elder and child abuse, and other forms of discrimination. Cindy is the author of several articles and manuals. She has provided consulting and training on topics ranging from domestic violence lethality to effective collaboration between legal services, social services, and law enforcement. Cindy is a graduate from Stanford Law School and the University of Washington.
