For over two decades, Women’s Foundation California’Dr. Beatriz María Solís Policy Institute (SPI) has fundamentally shifted the public policy landscape in California by changing who has access to the halls of power. With our partners, we have mobilized a multigenerational, cross-cultural movement with a powerhouse network of organizers, advocates, funders, individual philanthropists, and friends who are reshaping California’s policy landscape.

MOBILIZE ACROSS CALIFORNIA
An innovative hands-on policy advocacy fellowship, the Dr. Beatriz María Solís Policy Institute (SPI) is where ideas meet power.
SPI builds the skills, strategy, and relationships necessary to influence policy at every level. With 600+ alums and 50+ bills passed into law, we are changing the status quo and transforming California’s future.
Whether its advancing change in local and regional governance or engaging California’s state policymaking process, our two tracks offer a way for activists and grassroots organizers to transform our political landscape.
STATE
The Dr. Beatriz María Solís Policy Institute (SPI) State is a California State wide policy advocacy and leadership training fellowship for advocates and activists who work in non-profit or grassroots organizations.
Whether it’s protecting reproductive rights for all, defending the well-being of domestic workers, or standing up for the humanity, health, and safety of our most vulnerable communities, our fellows are shaping our feminist future.
LOCAL
The Dr. Beatriz María Solís Policy Institute (SPI) Local is a policy advocacy and leadership training fellowship. In 2026, we are looking for advocates and activists working in Los Angeles county.
If you want to understand how power works in the United States, don’t just look at Congress. Look at neighbors facing eviction. A family shattered by an ICE raid. A trans youth turned away from care. The front lines of justice–and injustice–are local.
YOUTH
A free leadership experience for young feminist creative changemakers. Solís Policy Institute Youth empowers young feminine and nonbinary folks ready to take their leadership to the next level. Throughout the training, we grow our collective power to advance social justice together.
Alum Network
76% of alum are still engaged in policy advocacy after their fellowship.
Over 600 members strong, the Solís Policy Institute Alum network forms a statewide community of strong, savvy, passionate leaders who are changing policies, laws, and budgets that govern our political, social, and economic lives.
Funders Policy Institute
Mobilizing philanthropy to support policy change.
The Funders Policy Institute is a hands-on experiential learning program focused on capacity building and network facilitation. Participants will learn directly from policymakers and advocates while connecting with other individual philanthropists who are committed to effective, policy-based grantmaking.
